Community Services and Supports
Community Services and Support (CSS) is the largest component of the MHSA. The CSS component is focused on community collaboration, cultural competence, client and family driven services and systems, wellness focus, which includes concepts of recovery and resilience, integrated service experiences for clients and families, as well as serving the unserved and underserved. Housing is also a large part of the CSS component.

The CSS component has the following service categories:
- Full-Service Partnership (FSP) Services
- Outreach and Engagement (O&E) Services
- General System Development (GSD)
CSS also helps counties leverage housing funds in local partnerships to build and renovate housing units for individuals with serious mental illness who are homeless or at risk of homelessness.
CSS Programs in Lake County
Crisis Access Continuum
The Lake County Behavioral Health Crisis Team is responsible for all crisis interventions that require a Mental Health response. If the patient is not ultimately hospitalized, outreach is performed as part of a safety plan. Outreach is also performed post-release from hospital. The Crisis Team meets with Law Enforcement in the community to help better serve the community.
Forensic Mental Health Partnerships
The Forensic Mental Health Partnership Program is targeted at individuals who are involved in the justice system, such as probation, recent incarceration and/or awaiting court. The goal of this program is for these clients to complete mental health programs successfully and reduce risk of incarceration.
Full-Service Partnerships (FSP)
FSP programs exist for children and youth (0 to 16 years), transition-age youth (16 to 25 years), adults (26 to 59 years), and older adults (60 years and older) who would benefit from an intensive service and recovery based program for individuals living with severe and persistent mental illness or severe emotional disturbance, and are also currently at risk or have recently been at risk of hospitalization, out-of-home placement, homelessness, involvement with the juvenile and/or criminal justice system, incarceration, or are part of an unserved or underserved population. These individuals are agreeable to work in partnership with a service provider team to develop and achieve individualized, recovery-focused goals. In order for these individuals to succeed, the FSP program requires the collaboration and commitment of the individuals, families, and significant others to support individuals throughout their treatment process. The foundation of our FSP program is doing “whatever it takes” to help individuals on their path to recovery and wellness.
Older Adult Access - System of Care
Older Adult System of Care services for adults over age 60 include case management services to assist clients in meeting their needs and addressing mental health symptoms building coping skills and accessing appropriate resources as well as medication services.
Older Adult Access - Senior Peer Counseling
The Senior Peer Counseling program recruits and trains seniors to be peer counselors. After initial training, volunteers receive ongoing training and supervision from the director. The director screens new referrals and completes assessments.
Trauma Focused & Co-Occurring Disorders
‘Trauma Focused’ treatment acknowledges that traumatic experiences predispose a person toward substance use as a means of coping, self-medicating or dissociating. ‘Co-Occurring’ treatment recognizes the fundamental intersection of mental health and substance use disorders. Most clients with co-occurring issues are referred to LCBHS through other community partners such as medical providers, psychiatric hospitals, forensic sources, or social services. Clients also self-refer from the general community. They are screened and evaluated on a triage in terms of severity and level of impairments.
