Purpose
The primary purpose of the Paper Subdivision Management Plan is to identify options for reducing the numerous local impacts resulting from the existence of approximately 10,000 unbuildable lots commonly referred to as "Paper Subdivision". These lots were created in the early 20th century by land speculators with no provisions for sewer, water, drainage facilities, or adequate roads to support development.
Goals, Objectives & Policies
This management plan has been designed to implement the goals, objectives, and policies in the General Plan, Shoreline Communities Area Plan, Upper Lake-Nice Area Plan, and Konocti Regional Trails Plan.
