In March of 2011, Special Districts commissioned Criterion Planners to prepare a "Carbon Footprint" or summation of all Greenhouse Gases (GHG) emitted by the agency's utility systems to examine the current energy use and identify energy efficiency improvement opportunities that can lead to energy and cost savings, and GHG emission reductions.
